As a nurse my concern is that you may be having some issues with your congestive heart failure. If you have been remaining in a calorie deficit but the scale is reflecting a significantly higher number and you feel like your stomach is particularly bloated that could be fluid.
I would try going to 20/4 and reduce carbs and sugars to accelerate but you already went from 331 to 309 so you’re making solid progress.
A good walk before your lunch would help a bit.

What is in your chili? I’ve found certain foods cause me to bloat. For me it’s beans, broccoli, cauliflower. Broccoli is the absolute worst. Some foods cause a bit of bloating that’s manageable like cucumber. Pay attention to what you’re eating when you have symptoms to see if there is any pattern.
Chili usually bloats me up. lol. What are you having for dinner? How many calories are you eating? Any exercise? someone suggested going 20:4. If you are only eating an apple for lunch, try skipping it and having a good balanced dinner.
