You can have other liquids as long as no calories and no artificial sweeteners. Black coffee and tea are common. Your initial goal is to get into Ketosis, and calories slow that down (like speed bumps).
The less liquids you have however, the closer you get to Dry Fasting, which is where you have NO fluids at all. It is more difficult, but accelerates you getting in to Keto and autophagy. I’ve been dry fasting for a few days now, and by the end of the day I have to drink some cold SJ. Side effect so far has been that I am so focused on my dry mouth and being thirsty, the actual fasting part becomes less of an issue.

You refill when you run out of water. Cole is mainly talking to morbidly obese people when he says 2 liters of snake juice because most inactive people don’t drink enough water.
I GUARANTEE YOU I am more active than you, I train mma and fast 3-4 days a week only on snake juice, I drink about a gallon and a half of snake juice a day. NO FRESH WATER.
I drink a very dilute version of snake juice with a little acid added via crystalized lemon juice and vitamin c powder (ascorbic acid). I feel fine on that and drink it all day, though sometimes I use Ultima which has stevia. Don’t feel like you have to stick with the standard Snake Juice recipe if you can’t stand it. Just dial it down and see how you feel. Be smart about it, obviously.
